Having issues with PIP

Hi, I'm new here, so sorry if I've posted in the wrong place. Five weeks ago I had a PIP telephone assessment (I've been claiming PIP (Enhanced daily living) for ten years), this was a review assessment and it's been 18 months since I submitted the review form. The assessor seemed nice enough, but when I checked my bank account yesterday I noticed that my ESA had been reduced from £409 to £270, so I phoned and was told it's because my PIP has been stopped, so I've also lost the severe disability supplement. Because of this my council tax has also increased by £65 as I've lost the 80% discount. I still have no idea why or what is going on as they couldn't tell me on the phone, only that it has been stopped and they've sent a letter. Well, the letter was apparently sent Monday 13th March and I'm still waiting for it, so I have no idea why the assessor thinks I no longer need it. I was also told I can't apply for the MR until I've received the letter, but that I only have a month to apply after the decision! I phoned again about the letter and was told they'd put another in the post...but if that takes another two weeks or goes missing too, what am I to do?
I'm in shock as with the loss of these benefits it only leaves me with £100 a month to buy food and pay for everything else once my rent and bills have gone out. As well as a host of other issues, I also have severe anxiety and I can't begin to imagine why the assessor would think I was fine as I cried throughout the assessment and had to go and get my asthma inhaler after getting into a panic. I also can't believe they didn't bother to tell me as my rent and bills go out in a few days and if I'd not checked my bank I would have carried on working to my usual budget...I can't believe they just stuck a letter in the post, obviously using 2nd class, and thought that was ok.
During the past 18 months the DWP has sent me a whole stack of paper on four ocassions, with my benefit amounts going back 10 years, saying they're sending them due to changes in my PIP, when there were no changes at those times, and even if there were, why do I need to know what I claimed between April and September 2013!? But when it's something important and has a massive impact on someone's life, they can't seem to be bothered.
I'm still in shock, confused, scared, anxious, and I really don't know what to do or where to turn.

It's not unusal for letters to take up to a couple of weeks from DWP.For the MR request you need put it in writing stating where and why you think you should have scored those points. Include a couple of real world examples of exactly what happened the last time you attempted each descriptor that applies to you.Although you have 1 month to request this, with good reason you have 13 months. If it goes over that timescale then just tell them why you didn't request it within the 1 month timescale.The most likely outcome of any MR will be the decision remains the same. If this happens you can proceed to Tribunal.0
