If I had to guess @Wibbles, as I'm not an expert, it might be linked to the GPS/Home location of the phone, or perhaps an individual's government records and language preferences. Your guess is as good as mine!
In my experience of attending a welsh university, pretty much all large-scale communications were in both Welsh and English
As Sedbury is in Gloucestershire, I expect it will be just in English.0 -
It's law that all signs and notifications in Wales have to be bilingual ... some of us are fiercely proud of our heritage and defensive of our language. Would be uproar from both sides if they did it in one or the other ... me, I live and let live. As long as there's the choice

I wouldn't have thought it would go by IP address as it won't be a computer/ browser receiving it

It`s to be used should there be a nuclear accident in the dockyard but is tested every day at 11:30 on the dot.Some people say it`s to remind "jan dockies" that it`s lunchtime

I think we might have to differ on that one. My phone is capable of receiving the message, even though I haven't subscribed to it, so I need to opt out if I don't want it.
It's not like I can do anything about an impending event. Even if I could leave my room under my own steam, I can't leave my home.
There are thousands like me in this country who will be powerless to act on the information. It might be better if the Govt didn't offer us the chance to panic.1 -

I can fully understand a warning for potential dam failures, that must have been very frightening, but at least it seems like some action could have been taken.
I think I would just rather be relatively happy for what might be my last 10 minutes of a nuclear warning.
I'm sure there are others who think differently.
