Thank you poppy I'm not giving up but it's beyond ridiculous now I have been on the phone for sometimes 2 hours and still they don't answer as for the letters I send them recorded delivery so I know that they have been delivered0

It's pointless sending anything recorded delivery because they are signed for in bulk by someone from Royal Mail sorting office. All post going to and from DWP has to go through a mail sorting process. It's not classed as arriving with DWP until it's been added to the computer. Which can take up to a couple of weeks.

Provided that the vehicle is registered on the V5 as Disabled then there is no problem in taxing it. You only need a new certificate when taxing a new car and applying for it to be recorded as disabled
That is why the Post Office will put the car registration plate letters and numbers on the certificate0
