Letter handed by man at home address

My friend had a Knock on her front door and it was a man (not postperson) handing her her pip renewal forms, is this normal?
I’ve not heard back from her if she contacted pip yet or not

No, this isn't normal and DWP don't usual hand deliver any letters. Did it get delivered to the wrong address and someone was just delivering it to the correct address?

That could be the case but she said he looked smart looking and official but he could have just finished work etc and took it to her when he got home and found it in his letter box I suppose0
