Please my question is
Can my partner and i drive my mobility car to Europe or the mobility car is just for running around in uk?

You can take your Motability Scheme car or WAV Wheelchair Accessible Vehicle abroad to a country within the European Union (EU) and to Iceland, Norway, Switzerland and Liechtenstein.Full details here. https://www.motability.co.uk/get-support/during-your-lease/cars-wavs/abroad/
VE103 certificate
There's a form you need to take with you when you travel which proves you're allowed to take your car or WAVWheelchair Accessible Vehicle abroad and will cover you for 12 months. It's called a VE103 form.
You need to ask RAC Motability Assist for this. Call them on 0800 731 3310 at least three weeks before you leave.
