Everyone's award lengths will be different. When is his PIP award due to end? It's usually about 8 months before it's due to end that they send the review form out. Having your PIP since 2019 is irrelevant.

Your PIP award length is irrelevant to his so yes he can have his review at the same time as you, it depends on the length of his award.

There are long delays for a lot of review decisions anyway so you could both be waiting a considerable length of time before you hear anything.

If an assessment is needed (most have them) then you can request a telephone assessment if that's what you prefer. They can also be done through video call and face to face at an assessment centre.

When he fills out the form he needs to make sure he treats it as a new claim, even if there's been no changes to his conditions. Please do not just write no change and nothing else.

He should also include a couple of real world examples of exactly what happened the last time he attempted each descriptor that applies to him. Adding detailed information such as where he was, what exactly happened, did anyone see it and what the consequences were.
