Denied PIP yet awarded last time

Hi, so my partner who has autism and was awarded PIP 6 years ago has been refused with zero points last week. The form I did was almost the same as last time so how can they now award zero points ? At the face to face he didn't say much as he was anxious and fearful , he even walked out then brought back into the room.
How is it possible that circumstances are exactly the same (in fact, worse now as he has extra medical issues), yet they refused him PIP ?
What shall we do ?
