Hi, my name is Paddywack15! Can I transfer a Welsh blue badge to a local english council?

Trying to find out what to do, my mum is coming to live with me, she has not long renewed her badge in Wales, as she is unable to walk I want to apply for a disabled bay in front of my terraced house but the local council will not accept badges from elsewhere, anyne has a solution please, thx
