Can a step parent obtain parental responsibility?

Just a quick question, can a step parent obtain parental responsibility?

My friend is a step parent and he is going through a few family issues and could be dragged to court to gain parental responsibility as he is actually more of dad to the child than the actual biological father.

A step-parent can acquire parental responsibility for their step-child through either a parental responsibility agreement or a court order.

Thats good. But then it comes down to the other side of the family on gaining parental responsibility.
