No, that doesn’t automatically entitle you to a blue badge. Your partner will not be able to claim carers allowance if it's just Universal Credit with the LCWRA element that you're claiming.
Disability benefits refer to either PIP, DLA, ADP or AA.
To automatically qualify for a BB through benefits you must be claiming either high rate mobility DLA or you must have score at least 8 points in the moving around part of mobility for PIP or ADP. Or you must have score 10 points for 1E following and planning a journey because you're unable to undertake any journey due to overwhelming psychological distress.1
