I have sent letter off now special delivery.Will they say they have received it or will I have to call at a later date and ask. Also how long on average does it take for them to review and reconsider?

Sometimes they send a text to say they received it but not always. If they do then it may take a few weeks for them to send it. Timescales for decisions are up to about 12 weeks after they receive it.
