Housing benefit and Council tax

If a person is living in a council house on state pension and PIP high on both rates. And a non dependent moves in who has capital will this affect the person? 

Is the non dependents capital and income taken into consideration when working out the person's housing and council tax?

    There will be no non dependent deductions in their housing benefit because their PIP includes the daily living part. They would be entitled to an extra bedroom for housing benefit. 

    However, if their housing benefit already covers their whole rent then there will be no changes because you can’t receive anymore than what your maximum rent liability is. 

    If they are claiming single person discount for council tax then they will not be entitled to that. Can’t give any other advice about CTR because all local authorities have their own rules. 

    If they are claiming Pension Credit which includes the severe disability premium because they are currently living alone then they will lose that, unless the non dependent either claims a qualifying disability benefit their self or they are registered blind. 

    The non dependents capital will not affect any of their benefits.

    Will the council need proof of the non dependents capital and income?

    They would be entitled to an extra bedroom which means that all of their rent would be covered. 

    They may ask them for proof of earnings even though they are claiming daily living PIP so no non dependent deductions. They would not need proof of capital.
