You don't need a "witness" for a Tribunal because you're not on trial. The friend can go with her but they will not be able to speak for her. It will not affect her PIP if someone goes with her.

Hi diane, you are absolutely right and your friend is right to say no!
That person shouldn't be asking anyone to make a false statement 😮

No, it's not right that she writes a letter to lie that she's a carer for your friend. No one should lie about anything. Your friend needs to be honest and not lie.

Poppy is right, the tribunal is there to see fair play on both sides. They are not there to catch you out, either, they will ask questions about you, and the panel has a doctor, who might ask a few questions, but it's all in the interests of fair play.
Just be honest and be yourself, because if it's gone to a Tribunal you must have followed the process. It can be daunting and yes you can take moral support, but as said, unless they are already on file as being able to speak for you, then unless the Panel directs any questions to them they should let you speak for yourself.
You won't be hung from the nearest yard arm……. but get a fair decision of your claim, good or bad, which is all you can ask for.
Hope this helps.
