I’ve received a letter from my local council asking for full housing benefits review. Actually I’m in the process of moving out to another borough in the meantime. The deadline to submit the requested info is 30 days, what if I moved before 30 days do I still need to submit the information to my current council or just let them know about my change of circumstances and submit the new tenancy of the council I’m planning to move.

Yes, you will still need to provide what they've asked for.
Are you under state pension age? If so and you're moving to a new local authority then you'll need to claim Universal Credit for help with the rent. This would then end any other means tested benefits you maybe claiming.
