Does anyone know where I can make a referral for a needs assessment with Enfield Social Services, the website directs me to a different place

Well, I found this too, but I'm not sure if it's exactly this one

It looks right to me and it's Adult social care, which is correct. You will be assessed by an Occupational Therapist.
