We have a local chap who clearly has MH issues who walks/runs around the neighbourhood all night screaming loudly
I emailed the local PCS, last year and asked them for help/to make sure that they were aware of it - they weren't (despite being based locally - they could not miss it )
I was told to let them know next time it happens - so I emailed them again - ignored
I emailed them again yesterday and again was told to email them next time it happens.
I feel that my complaint is not being taken seriously…

That sounds both frustrating and quite upsetting @Wibbles I'm guessing you've already spoken to the police about this?
