Any insurance for 16 year old learner

Hi, my daughter is 16 this week and is starting lessons due to having been able to apply for her provisional as she is in receipt of High Rate DLA.
My question is does anyone know of an insurance company that we could get a quote from as everyone I have tried will not insure until she is 17 years old and ideally we want to add her as a named driver on our car so she had can practise other than her driving lessons.
Anyone with a similar situation who could advise ?
Thank you

Hello,
I may not be a parent or whatever, but I have heard of Collingwood Learner Insurance. They might be a good one to look into?Forgive me if you have already looked into it. I just thought I'd offer my 2p worth :)
All the best,
