    Cantilip, I don't fully understand this either but wonder if this refers to mixed age couples where an 80+ year old who is not entitled to (or hasn't claimed) Pension Credit lives with a working-age person in receipt of one of those other benefits?

    We don’t know whether a voucher scheme will come about yet. As other have pointed out it was one option included in a consultative Green Paper. However, I share your fears.

    A voucher scheme would not work for anybody who uses PIP to pay or reimburse family and friends or small local businesses for mobility and care needs. Only Local Authorities and big companies to which they outsource services would accept vouchers. We would have to accept LA care companies instead of people we know and trust.

    For what it’s worth, I don’t think the voucher idea will come off.
