No, the HSF isn’t only for pensioners.
It’s discretionary funding that local authorities have been given to help people struggling with the increased costs of living.
There will be criteria, eg my local authority has used it when people on low-incomes have no money to see them through to the next ‘payday,’ or when the lack of essential household items endangers a tenancy (eg if your bed broke, or your fridge).
Of if you had a prepayment meter and had run out of power, but your benefits day was soon.
Most local authorities want to see proof of hardship, and often it isn’t money that’s given - it’s vouchers or furniture items.
I’ve never used it myself, but know people who have, and it’s definitely not ‘free money’ like some of the media makes out.
It will be different in your local authority, so check it out either with them (or through local knowledge).
