can someone help me does this mean it will be backdated from 27 June 2024 or 6 November 2020???

They decided that special circumstances apply and it will apply from 6th Nov 2020. Money owed will be paid as a separate payment but it may take quite a few weeks to pay it.
They will need to recalculate your past statements to work out how much you've already been paid, against what you should have been paid and you will be owed the difference between the 2. Once this is done you'll receive a letter on your journal telling you how much is owed and it will be paid into your bank account.
