I would like to move out of my parents house im on pip and universal credit I wanna move out as quick as possible

What are you looking for when it comes to moving out? A council house will likely be a long wait, are you on the list already?
If you want somewhere faster you will likely need to look privately. Either by yourself or jointly with people you know.
You mention you receive PIP, do your conditions have anything that require adaptations to the home or anything like that?
How are things just now in general?

Unless you can work full time and have the money and guarantor required for a private rental or a mortgage, moving out is a non-starter.
Unless your living situation is unteable (whether because of abuse, medical needs, having kids) etc. s that require specific accommodation, you won't get help from the council either.
