e-scooter through motability, having to wear helmet and drive on the road only - is this correct?

hello ,I spoke with someone a few years ago who said they had an e-scooter through mobility and had to wear a helmet and drive on the road only, is this correct and how can i do this ? do i buy it myself or is ther any schemes etc

You need to clarify what class of scooter you need. A helmet and motorcycle gloves will never be superfluous, regardless of legal requirements.
