Access to work and HMRC

So I have direct payments from the council to pay for a PA and with that money I also have to pay HMRC as I'm classed as an employer.

Is this the same with Access to work? I am very new to access to work and worried they have done my grant wrong. I have employed my pa as a support worker at my work. I am having an awful time with A2W everyone I speak to seem clueless. The reason why I'm conflicted is I have two friends who use a2w one says I need to pay hmrc and one said I don't.

Anyone know about this?

    No, it's not the same. The reason you pay HMRC is because of your PA and you are paying their tax and NI. I used to manage my daughters direct payments and she also had a PA, I also used to pay HMRC her PAs tax and/or National Insurance (NI).

    Access to work is a grant you can apply for to get or stay in work if you have a mental or physical health condition. More information here. This is not taxable income because it's a grant.
