Are they allowed to back date the amount to last april when we already had an assessment then

Hello, my husband suffers from dementia and has had a near fatal heart attack a few years ago, I receive direct payments for him to pay for a carer to help him,every year we have a yearly assessment for my personal contribution I have to pay for his care, we only have small savings around £3500 and get pension for both my self and husband. This year our council have changed the people who carry out the assessment to an online company called Liquid Personnel. I have just received this years amount and my contribution has jumped nearly £50
which they have back dated to my last assessment in April this year although the only thing that has changed is pension rates ect. Could somebody tell me are they allowed to back date the amount to last april when we already had an assessment then and have been paying that amount for all this year.
