selective mutism
hi i have selective mutism and am unable to communicate via speech most of the time. i live alone am under a mental health team but get little help. lately i have had a few voice messages left on my phone asking me to ring a particular person at the council asking me to ring them but i cant. i dont know what to do, i cant email them coz i dont have a direct email or know the persons department. i feel so stupid and i cant cope with not knowing how to find a way to contact them. does anyone have any advice.

Does your council website have a general enquiry form, a main email address etc? You could then try and reach that person with your enail address, and explain you cannot communicate verbally.
Most councils encourage online contact and make it as easy possible, because it is cheaper for them.
My council website has loads of forms for different departments etc.
They use a positively antiquated software system, but the option is there to use 😂

You could still try a general enquiry, giving your name, address, date of birth, phone number you were contacted on, plus the name of the lady who left you the messages.
There will be traces of those outgoing calls within the Council system.

There's also this service, which is free: https://www.relayuk.bt.com/

Sorry, I didn't explain. It allows you to call someone, type what you want to say, and an agent reads it aloud to the person you called for you. I've used it and it is a bit clumsy, but it works.
