Did you/they claim ESA before 2017?

Yes

See 10.2
If you meet all of the conditions then extra money is payable for LCW.
Who told you there was no entitlement to payment?

It has taken dwp nearly 2 years since last sick note to do the assesenent which they awarded lcw I called them to ask if I am entitled to any extra allowance and back money they told Me no

When you call UC they are little more than call center staff, who don't know the ins and outs of the system. They often give incorrect advice.
I'm assuming this is about your brother mentioned in previous thread.
However I'm really not clear what his history is or whether you were informed incorrectly.
What was his benefit status before "last sick note" 2 years ago?
When did his ESA claim begin, and when did he transfer to UC? What group was he in for ESA?
There are very specific conditions to get payment for LCW, listed in the link I gave you.

Is this about your brothers Universal Credit claim? In a previous thread you mentioned UC, not ESA. If he already had LCW and UC started a review themselves and he was sent another UC50 form if he's now been found to have LCWRA the extra money is only paid from the assessment period in which the decision was made.
If he reported changes to his health condition and provided fit notes to support this then it's paid from the assessment period in which he reported the changes.

My apologise yes brothers I find this difficult due to he is unable use internet and does not know what journal or work coach means he said he handed in sick notes and he don't her no more I asked him what he gets he said universal credit and he was on that when he put sick notes so I asked what help he gets if any "non just normal money " he told me he gets pip from DWP low rate daily care hip and back problems I told him it is not DWP with that out the blue DWP assessment he gets a call which was hour early what prevented me helping him but he felt awkward not to accept and he went over the difficulties with travel and meds etc make any journey unsafe etc and explained the falling stumbling he got the assessed letter award lcw he called them as need them explain he waiting for the letter he asked about financial help they said no before universal credit he was on the ESA

I see Poppy has previously advised you to do a SAR for him from the DWP.
I suggest you do that, then take him and the paperwork along to a local welfare rights organisation, to see if he should be getting the extra payment for LCW.
They can also advise and support him to appeal the decision to try and get LCWRA awarded.
Would your brother benefit from having an appointee manage his benefits?
It's very difficult to advise on this issue from here, as information is coming in second hand with important details missing.
