Overpaid council tax, how do I get it back?

council tax support while on UC an utter joke . I'm referring to the process of receiving the deductions :
While on UC in full employment , the council tax is automatically taken in full every month from my bank account. As the tax department is linked with DWP and aware of your earnings .
Now , I'm self employed and there will be times were I've worked less then usual .
Logically, one would think , that your council tax will automatically go down .
No. You have to APPLY for the reduction and can only back it up 1 month !
Last year , I did not received any contracts for 5 months and naturally concluded, that my council tax will reduce automatically.
Why on earth DWP is " connected to UC" when they don't have to reduce your council tax but is "not connected " suddenly to your UC when they should reduce your council tax.
Now I've overpaid my council tax for 5 months . Can I back this up as council tax overpayment or will it fall into the council tax reduction scheme and I can only claim back 1 month ?
