if your benefits get stopped can you get free social care?

This is a theoretical question. it says online that if you need a carer at home to help with basic daily things and the council provides one, you may have to pay part of the costs. What happens if your benefits get stopped at assessment and you're going through appeal and have no income, would the carer then be totally free?
