Pip decision changes?

Hi after all of my pip application/ assessment etc they have finally advised on the phone this morning the letter has been sent. They are advising they are not allowed to reveal this information on the phone following 2 chats with 2 different agents. Is this a new rule or are they not allowed to tell me because the answer is no and they're worried I may question the decision?. I did advise i had been online and people had called for an outcome and was given this but was still advised this is not allowed. As anyone had anything like this? Some people got a text to say they had been approved and would receive a letter but I didn't get this either so shall I just assume it's a no and they cannot help me?. Thanks for listening and any advice.

If they said the letter is on its way to you, you will know the decision very soon.
