Eligibility for New Style ESA depends on recent sufficient NI Contributions.
If awarded it would be deducted from your UC payment in full.

According to my uc I can have £404 a month before any deductions, this is my confusion

You are talking about the work allowance. That is the amount of money you can earn before deductions are made.
Usually UC would deduct £0.55 for every £1 earned.
With the work allowance, those deductions wouldn't happen until you've earned £404.
ESA is not earnings and subject to a full deduction from UC.
