UC LCW review delays

Hello,
I have a joint universal credit claim with my partner and I am also her carer. She receives the higher rate pip for both dailyll living and mobility.
She is currently under the LCW group but has been waiting for a review as she is not fit to work due to having a few health conditions, FND being the main one and seasures as well as stroke like symptoms that have only gotten worse.
She has been submitting sick notes on and off for the last year and a half or so but we are still no closer to a health review. No one can tell us how long it may be and she hasn't had a health questionnaire through yet. I've looked at the questions and am pretty sure she would fall into the LCWRA group.
The job centre are expecting her to prepare for work but it can sometimes be physically impossible for my partner to even speak let alone move out of bed.
This is causing her considerable stress and anxiety that does not help. No one seems to be able to tell us anything and it seems like we have been waiting a very long time for nothing at all to happen.
Does this sound like a normal delay and are they allowed to keep pushing my partner when she is disabled and cannot work and also submitting sick notes? Would it be worth complaining as they are not taking her health conditions into consideration.
Any advice would be greatly appreciated.

Has she reported a change of health via her Journal?
If so yes absolutely make a complaint, there is no good reason for them to be delaying the WCA process for so very long.
It might also help to be submitting Fit Notes more consistently with no gaps.
