Yes you'll be entitled to LCWRA from the start of your UC claim. It can take a few weeks for ESA to confirm your status with UC, this is usually done in time for your first payment.
Your first UC payment will be 5 weeks after you apply. The payment statement will be available on your online account (known as the Journal) 4-6 days before your payment date.
After applying you'll receive one final payment of ESA, known as the run on payment. This will be around 2 weeks after claiming UC, and might not be for the full amount.

is it correct that standard single person uc is £383 per month and LCWRA is an additional £426 per month ??

Currently standard allowance (Single) is £393.45 & LCWRA £416.19.
April 7th they are £400.14 & £423.47
If you claim before then the rise won't happen until your second monthly payment.
