I think that's very unlikely to qualify you for free or even discounted Council Tax.
Citizens Advice have some information:

I do get a discount but I was moved from income based esa to new esa. Which I didn't realise was contribution based. I can't understand why when I haven't payed NI in the last 20 yrs ?

Under the current system once you are eligible for CB ESA that entitlement lasts as long as you are in the Support Group.
This is most commonly through previous NI Contributions via working, or if you claimed certain benefits under special Youth rules.
