Council tax

I recently migrated from support group ESA to UC. I just found out my council tax has increased from £32 to £130 per month. That's with 40% dis punt! This can't be right & it's a lot of money for me to pay on benefits.
So, IR ESA wasn't counted for C/Tax but all of UC is. I understand this has happened to many people who were forced to migrate to UC. How can that be fair? just because I live in Surrey, which chose to count all UC as income. Where's the justice and fairness?!
