Universal Credit & Personal Independence Payment Back Payment

I have been asked to provide bank statements for the past 3 months of both of my bank accounts. which I went into my local job centre to provide these by pdf file the job centre adviser had gone over these bank statements and sent this off to a decision maker on the 10th of July 2025, since I am over the 16k mark my next payment which is scheduled for the 28th of July has got a payment blocker on my account until the decision maker comes back with a decision on my claim. I had spoken to a decision maker at UC on the 27th of June by telephone call in regards to a mandatory reconsideration request in regards to a overpayment that was overpaid between 22.05.2020 to 21.01.21 the decision maker Timothy Huw had confirmed that the letter sent out was to confirm that the UC had reduced the overpayment amount following a process of diminution and had sent a payment of £8.70 into my account in April 2025. While this was confirmed I had declared that I had over £16,000 in savings due to not being able to spend much of the money due to mental health and learning difficulties / autism and I am very isolated from family and friends. he had confirmed to me here -
We also discussed you have received two arrears of benefit payments in excess of £5000.
£5749.72 in UC arrears in 20/21.
£7754.71 in PIP arrears in July 2023.
I can confirm any arrears of benefit over £5,000 received during the current UC award are disregarded for the life of the claim. -
£5,749.72 received on into my bank account on the 27th of November 2020 as the transaction of JSA MID
Since I first began to declare the £5749.72 in UC account (declare savings and capital after the 52 weeks period, as I did not spend it within this time frame which would have been around November 2021, I was informed by the DM (Timothy Huw 27th June) that this did not have to be done as it is seen as the UC arrears and is disregarded for the whole of the claim so I have been underpaid as I was declaring to much in my savings.
My main concern is that now it has been past onto a NEW decision maker as Timothy the original decision maker looking at my case was just looking into the mandatory reconsideration request for the period as mentioned above and closed the case. So now that my upcoming payments have been stopped until a new decision will be made my main concern is that the new decision maker could have a totally different opinion on these overpayments and not disregard them and I will be left with a huge overpayment which I will need to pay back As the PIP arrears was paid out on the 5th JULY 2023 for £7,754.71 at the time i received the PIP arrears payment I had called up the PIP telephone number and had asked if this needed to be declared to UC which I was informed that this had no effect on UC so did not have to declare this but I have read online through reddit and various other posts that this should only be disregarded for 52 weeks so maybe I was misinformed by the adviser at PIP or did not quite understanding what she was saying due to my learning difficulties and processing information correctly. I would also like to clarify that these back payments were paid out after tribunal cases in 2020 and 2023
Any advice would be greatly appreciate while I am going through this very worrying time
