Joint funded care, council asking for £1000

Hello all,
My son age 55 is in an aquired brain injury rehabilitation unit has been since 23 December 2025 .
He receives middle rate care and higher rate mobility .He also receives ESA now UC
He now has to pay £159 to the home and £30 for himself .
He has lost both care and mobility due to being in hospital and i repaid DWP .
He is joint funded and i have received a letter from the council saying he owes over £1000 ,this will leave him with just the £30 spends .
My question is can they do this and also i keep reading that he can keep the mobility element ?
I understand that he has to pay somewhere ,he is joint funded CHC and SS
