My Mum is currently doing "care" for their elderly Neighbour, should she be paid

The lady next door on the right lost her husband last year, and is more or less Housebound, and Mum is now going round 4 times a day at 8 AM, 12 PM, 16.00, and 8 PM to put her eye drops in.

The lady's family live too far away to come over and do it themselves.

My question is should Mum be paid by the LA as a carer? She used to get Carer's Allowance for me when I lived at Home full time, but it'll be 20 years in August since I moved out.
