If you are asking how you can teach a non verbal child to read this is a subject his school should be helping you with, but briefly.
Using his current school reading system make or ask for flash cards covering the words in his book. Read a sentence to him pointing at each word and making sure his eyes are following. After a few readings miss out a word and ask him if he can indicate the flashcard for the missing word. This of course is a very simplistic explanation. Some children of course never learn to read but will go on to follow a series of symbols.
I have a friend whose daughter cannot read words in a book but can read and send text on her phone. Incidentally he might need text enlarging. Some children also have problems holding their head still so that their eyes can stay on the right line and will need help with this.0
