hi i am new on here can you tell me if a can get pip for serve dislexia and dispaxelia i have had i triple by pass and a cardiac arrest 3 years a ago can i claim pip

PIP is a benefit about functionality rather than condition
Try taking the self test on the B&W site

CR is right to point you to the test.
It is also worth pointing out that PIP is a non-taxable benefit and can be claimed regardless of what your income is.

Hello lascar1 - as Maria and Cockney Rebel have explained, claiming PIP is definitely a benefit you should be considering, and it is based on how your conditions limit your everyday life. It is based on scoring points from a set of activities, and if you score enough points then you may get PIP, which is paid on top of anything else you may get.
The Benefits and Work link above will get you started with an idea of whether or not you might qualify. There is also an excellent benefits calculator on this website: https://www.scope.org.uk/support/disabled-people/benefits/check.
This will ensure that you are getting everything you are entitled to.

i was getting pip but they stopped in july the said a only got 4 points on my reveiw

You normally have one month from the date of decision letter to lodge an appeal , so you have left it a bit late to appeal your july decision unless you have good reason for being late
There is no waiting time to make a new claim which may be your best way forward, usung the knowledge you have gained

An appeal is an independant panel consiting a judge, a doctor and a benefits specialist. They look at all the evidence without the bias of the DWP. Success rate is around 65%
It is probably a bit late to appeal now unless you have good reason for late application
Take what you have learned and make a new application

A PIP panel consists of judge, doctor and disability specialist - though the last of these probably will not themselves be disabled!
I wonder how many panel members are actually disabled themselves, let alone how many assessors are disabled themselves. Very few in each case I'd say.0 -

If you want to appeal the refusal now, you will need to explain what the reason for the delay is on the appeal form SSCS1 as CR says https://formfinder.hmctsformfinder.justice.gov.uk/sscs1-eng.pdf
That reason will have to be more than you didn't know to appeal, as the Tribunals Service would expect you to look for advice quicker than this - however if there is a legitimate reason then late appeal is certainly an option.
Whether you appeal or not though, if you think you qualify for PIP after taking the test above then you should also make a new claim.

Hi lascar1,
It's not necessarily what your health problems are that qualify you for PIP, it's how those health problems affect your ability to reliably complete the daily living and mobility activities in the PIP descriptors that qualifies you. The self test referred to above will help your friend to decide whether it is worth making a claim.
I specialise in working with claimants with mental health problems so most of the people I work with have Depression and Anxiety and I complete plenty of PIP claims, but as I say, it's the extent to which those conditions affects one's functionality that is most important.

In the West Midlands where I work, it is generally 5 months from the date the appeal is received to the date of the hearing for PIP claims. In other areas of the country the waiting times may be different, but if you are waiting for an appeal you can call the tribunals service and they will advise you where you are in the queue. There is also an option to ask for a short notice hearing which can quicken up your waiting time.
