Marked PIP assessment with descriptor ratings

Hi all, I requested a copy of my pip assessment. Got it today and it has been mark with the descriptor ratings. Has the DWP decision maker allocated these or is it the Assessor that has put these on.
Haven't received award letter as yet but was surprised to see the markers against the descriptor ratings

By the looks off things it is likely the DWP that have done the marking.
I will have to ask a good freind for us who is very upto date with "pip"

The assessors report is the recommendation to the DWP, the points marked against the descriptor are not certain but the DM will normally award in line with the report
