Personal budgets and ESA

I am very very confused with how this works and how they come to an amount to be paid each week. My son gets £125.05 was a week but has to pay 54.64 a week for his personal budget.
He doesn't use the whole amount of his budget each week
I thought the law says you have to have so much week to live on.
Please can anyone help

What benefit are we talking about, and do you mean the personal budget paid to your son? or your son pays this out to someone?
If you look at the benefit letter it should say what the various parts make up? what does it say? Basic personal allowance for a ESA for under 25's is 57.90....
