council breaking the law?

My daughter who has sen was taken on a trip from hereford to Cadbury World by a local youth club run by a charity set up for vulnerable people and left behind on her own with no one knowing until she rang me. She had been on her own for 1 hour and 40 minutes.
My council have refused to launch a full inquiry into this matter even though I have raised other serious concerns about the organisation of the trip.
I believe my council is breaking the law (section 42 The Care Act).
What can I do?

So sorry your daughter was left in such a position, really bad organisation.
I don't have a clue what you can do just wanted to answer so you were not ignored

Hi @Stannworks, and welcome to the community!
This is terrible, I'm so sorry your daughter had to experience this and that you're having difficulties addressing the situation. Have you considered writing to your local MP and making them aware?0 -
Mention trading standards . Go to the organiser funders of youth club . Go to or mention ombudsman they hate that word makes them crip themselves or lawyers? Mention it go local MP too0
