Wording of assessors report

Those who have had your assessment and the assessor's report I am curious as to the wording they used on things that you were assessed more able to do than you are? Mine said "seems likely that she can" to me that sound's like she wasn't sure but I'm not sure if that's just the language used by the assessors ofor everyone?

I think it's the way they are told to word things. As they aren't doctors (well usually they aren't) they avoid saying anything for certain1
