Rain cover & cosey toes for wheelchair

My 4 year old daughter is a wheelchair user, she can walk but uses wheelchair for long distances. I’m looking for a fairly priced cosy toes, and rain cover recommendations please. She’s getting cold and wet in this cold weather now! ?
