DWP aren't sending a PIP form as they'll be using medical details from ESA interview. Is that right?

Hi
My brother is currently in receipt of ESA and tells me he applied last week for PIP. I myself am in receipt of PIP, so told him to let me know when his forms arrive so we can chat it through. He said that DWP won't be sending him a form to fill out because they have the medical details (from his ESA interview and they will use that. That doesn't sound right to me, can anyone add anything to this?
