Help - setting up discretionary disabled beneficiary trust from my sibling from overseas?

Hello everyone,
I am wondering if anyone has been in this situation and might be able to help or shed some light.
I live in Australia and my brother, who has learning difficulties, is in the UK. Our mother died a year and a half ago and in her will she had requested that a discretionary disabled beneficiary trust is set up for my brother's inheritance, with me as the trustee.
With borders closed I can't get back to the UK, and I feel very strongly that I want to remain part of the trust. I am happy to appoint a UK based trustee to co-manage, but I wondered if I can set one up from Australia?
Has anyone dealt with a similar situation?
