Can I write a complaint about waiting times, and not getting my decision?

Hi, last September I started to claim universal credit, and I straight away show to them my sick note. My doctor's still giving me sick notes because I have disease, and I have such a horrible pain in to my legs, that the reason I can't work.. so on the last October after 1 month on universal credit they send me questionare , I feel it up and send back to job centre. When they received my questionnaire answers their set up important phone call with some universal credit professional doctor.
She rang me on 20/02/2021. After we spoke she says she going to send all form to decision making team.and that how is finished. I waiting for answer now 17 weeks. I rang to my coach they can't do anything. And I can't ring decision making team my self because job centre resisting to give phone number. So my question is, can I write complain form for not getting my decision, and time waiting. I asked a lot of people about that issue and everybody saying to that just they don't care about my claim because I am from Europe. I don't like this. Can someone give me proper advice what to do, or how to complain about that. Please. Thank you for listening me.

It 7s a long time to wait for decision
You can use your journal to send a message to your case manager yo ask what is happening kust mark the query payment query when given the option then your case manager should see it
You can also ring the dwp uc helpline on 0800 328 5644 and ask to speak to your case manager you will be in hold for long time try calling when they first open0 -
What if they say like other times they told me, they said they are not decision making team and decision making team Dont say to them what happens with my decision answer.0

As I said request to speak to your decision maker after all this time it 7snt too much to ask

To be honest, i do sympathise with you, i have been a benefits advisor in the past, and still occasionally give advice, help with forms etc even now but on a voluntary basis, but i think it’s unlikely your complaint will be taken seriously, i do understand where you are coming from but the fact we are in the middle of a global pandemic has really caused massive backlogs especially with benefit claims, and due to COVID 19 less people are working to maintain social distancing, so less assessments are taking place, and/or they are taking longer due to the fact HP are often having to work from home. By all means you are entitled to make a complaint, but the DWP do have mitigating circumstances due to COVID 19, but i hope you get a decision soon.0
