can anyone help me

I’ve got the letter stating letter of entitlement for higher personal independence payment but the post office have refused this as they said it should state that he would be entitled to card tax on the letter

Is this correct does anyone know

Yes that is correct, a PIP award letter isn't sufficient, it has to be the Certificate of Entitlement.

You can contact PIP to ask for one if necessary.
