I'm finding it difficult to understand the new conditions for the £140, now £150 heating allowance.
It used to be PIP/DLA, receiving the SRP/and a means tested benefit - GPC.

They seem to have dropped that in favour of having excessive heating costs and with income on or below the poverty level.

Not now getting GPC it appears that I can still get this payment. 
What is an excessive heating cost and what is the poverty level?
