I have a question about a Premium.
I understand that if a person lives with parents who both receive qualifying benefits (PIP at high rate of both elements) and as I receive PIP at high rate of both elements with Income-Based ESA (in Support Group) I can claim the Severe Disability Premium as nobody claims Carer’s Allowance for looking after me. I further understand that I could not claim Severe Disability Premium if someone claimed another benefit or benefits. Does anybody know what other benefit or benefits would prevent me from claiming the Severe Disability Premium? I know that Carer’s Allowance and the Carer Element of Universal Credit does so. Just like to know before telephoning the ESA enquiries office as I know they must be very busy and lines can be engaged for an hour or so at a time.

There's no other benefits that would prevent you claiming the SDP other than if someone Carers Allowance and carers element for looking after you.

Thank you poppy1234. I am so grateful for your fast reply. I feel so much better now0

Do either of your parents claim any of the old legacy benefits like Income Related ESA/JSA or Income Support? If no one claims carers allowance or carers element of UC for looking after them they will also be entitled to double SDP. Or single SDP if someone is claiming either of those benefits for looking after one of them.

Just wondered, one more thing. Does the Carer Element only exist in Universal Credit? Checked my mum and dad’s benefits list and it says they get 35 pounds exactly each weekly as they are “both carers.” Only one of them gets the full Carer’s Allowance though. Just wondering what the 35.00 payment is called. Just wondered if that was the Carer’s Element in ESA. It is all so complicated.
To answer your question poppy. Yes, my mum gets full Carer's Allowance for caring for my dad who is in a wheelchair. Mum is very unwell herself and I am severely disabled. They get the old legacy benefits still and will no doubt be put on UC in time.

Forgot to add that only one of my parents gets SDP.0

Yes, carers element is for UC. For ESA it's called carers premium and it's £37.70 per week (£38.85 from tomorrow). I'm assuming you must be looking at an old benefit letter because £35 carers premium is an old rate. The carers allowance will be deducted in full from the ESA entitlement and then the carers premium is added.0

I hope the carer's premium in their esa won't stop the SDP claim I wish to make. The letter from the ESA dept was dated January of this year and 35 pounds was stated. Strange really.0

Looking back here, you said this..eleanor0 said:

If they are both carers does one of your parents claim carers allowance for looking after you? If so then this will prevent you claiming the SDP. You'll need to check with your parents to make 100% sure they don't.0 -
Asked mum and dad and they are sure they don't claim carer's allowance for looking after me. They said they have never claimed it.0

DWP do their checks anyway before awarding the SDP. The best way to claim this will be by ringing ESA. The form can be filled in over the phone.
